According to the government, algorithmic video surveillance can identify “pre-determined incidents,” unusual behavior, and crowd swells, helping to protect the safety of the millions of tourists who are anticipated to swarm the French capital next summer.
The proposed law for the 2024 Olympic and Paralympic Games passed a committee vote earlier this month after receiving support from French senators in January. The upcoming bill’s Article 7, which permits automated analysis of surveillance video from fixed and drone cameras, was approved by the French National Assembly on Thursday.
According to the law, such surveillance is permitted “On an experimental basis and until June 30, 2025, for the sole purpose of ensuring the security of sporting, recreational, or cultural events which, by their scale or their circumstances, are particularly exposed to the risk of acts of terrorism or serious threats to the safety of the public.
France would be the first nation in the European Union to explicitly legalize AI-driven spying. This would be creating a troubling precedent for spying, several dozen European legislators said last week.
Amnesty International and digital rights groups oppose the plan.
