Prosecutors in Illinois have charged two EMS workers with murder for strapping a patient face-down to a stretcher. He was pronounced dead an hour later at a nearby hospital in Springfield, Illinois. Following the death of Earl J. Moore Jr. on December 18, Peter Cadigan, 50, and Peggy Finley, 44, both LifeStar employees, have been charged with first-degree murder. He was 35 years old at the time.
Moore was strapped to his back and legs, according to Sangamon County State’s Attorney Dan Wright, during a press conference Tuesday. Police in Springfield were called to Moore’s home in the Pillsbury neighborhood around 2 a.m. after receiving a call about people inside an apartment in the neighborhood building with guns.
He was experiencing alcohol withdrawal-induced hallucinations when authorities arrived, according to a statement from the Springfield Police Department. An ambulance was dispatched and arrived moments later.
The Springfield Police Department received a call about people inside a home carrying firearms around 2 a.m. on Dec. 18. When officers arrived, they discovered Moore, who had made the call, and determined he was experiencing “hallucinations due to alcohol withdrawal,” according to a news release. Officers stated that they “quickly realized that the patient was in need of medical assistance” after interacting with Moore. As a result, they dispatched an ambulance to the scene.
The night’s body camera footage showed a female paramedic instructing Moore to walk to the ambulance, but he was unable to do so due to his condition. Regardless, police stated that “no medical personnel were offering any assistance” to him.
Instead, three officers who responded to the scene assisted Moore in getting outside and onto the stretcher that paramedics had brought out.
The video then shows EMS personnel placing Moore on the stretcher in the prone position, face down. Moore was pronounced dead at the hospital after being taken into the ambulance face down with “tightened restraints” on his back and lower body, preventing him from getting off the stretcher, according to Wright.
