A historic storm system that has left tens of thousands without power and killed at least one person is still wreaking havoc in Northern California, with multiple levees failing on Sunday.
After flash flooding caused by an “atmospheric river” that drenched the region Saturday night, emergency crews used large vehicles, boats, and even a helicopter to pluck stranded drivers from the roofs of their vehicles.

Interstate 80, Highway 101, Highway 99, and Highway 580 were all partially or completely closed.
The National Weather Service described it as “one of the wettest New Year’s Eves on record,” with 5.46 inches of rain falling in downtown San Francisco, making it the city’s second-wettest day since 1849.
Oakland had its wettest day since 1970, with 4.75 inches of rain. In a 24-hour period, much of Sacramento received three inches of rain.

According to the Sacramento Municipal Utility District’s outage map, at least 16,000 Northern California residents were still without power as of 10 p.m. Eastern time. More people are at risk of flooding as levee failures continue to mount.
Following a levee failure along the Cosumnes River Saturday night, many residents of Wilton in southeast Sacramento County were advised to seek higher ground.
With the Cosumnes and Mokelumne rivers still rising, officials issued a mandatory evacuation order for the town of Point Pleasant on Sunday afternoon.
The National Weather Service has issued a Flash Flood Warning for a large portion of the area south of Sacramento until 11:15 p.m. Eastern time, with general Flood Warnings in effect until further notice.
