On Friday, two suspects were charged with capital murder for the strangulation of a 12-year-old girl in Harris County, Texas. They have been identified as Venezuelans and had reportedly entered the country illegally. They have been identified as Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26. They will appear before Judge Josh Hill on Monday.
Court documents revealed that the men lured 12-year-old Jocelyn Nungray under a bridge on June 17. They reportedly kept her for two hours. She was tied up, and her pants had been taken off. They killed her and threw the body into the bayou. She was found in Greenspoint Creek on Monday.
On Thursday afternoon, Lieutenant Stephen Hope of the Houston Police Department said the suspects had been identified using surveillance video and other evidence. Hope said that the two men began their evening in a restaurant. They left on foot and walked south when a camera recorded them. Martinez and Pena met Jocelyn and talked with her briefly on Kuykendahl Road.
Later, the two suspects and the 12-year-old girl walked to a convenience store. They walked to a bridge a few minutes later. The Houston Police Department said that she was strangled on the bridge. The two suspects continued to walk to their residence.
Jocelyn Nungray’s body was found in a shallow creek, West Rankin Road, not far from her home, by a resident of Houston, according to reports.
Investigators think she left her home at around 10 p.m. on Sunday. The police said that her mother said that she saw her daughter when she went to bed.
Authorities arrested Martinez and Pena on Thursday at 133355 Northborough Drive at the Canfield Lakes Apartment. Reports say that they were construction workers.
US Border Patrol had arrested Martinez on March 14 and Pena on March 28, near El Paso, Texas. They were released and ordered to appear in court at a later date.
