On Sunday, President Joe Biden arrived in Mexico City via the country’s newest hub, the Felipe Angeles International Airport, a prized project of Mexican President Andrés Manuel López Obrador.
President Biden and López Obrador shook hands and walked down a long red carpet on the tarmac, flanked by soldiers, despite their relationship being transactional at best and lacking the warmth and camaraderie Biden has with other world leaders.
The trio will spend the next two days discussing migration, climate change, manufacturing, trade, the economy, and the potential global clout of a more collaborative North America, along with Canadian Prime Minister Justin Trudeau, who arrives on Monday.
The visit to Mexico comes on the heels of Biden’s visit to the US-Mexico border, as his administration expands expulsions under Title 42, a section of the US public health code invoked by the Trump administration to authorize the expulsion of migrants without allowing them to apply for asylum. The Biden administration’s plan also expands opportunities for migrants to enter the country legally, though that path would be limited to 30,000 admissions per month.
The visit was also preceded by the arrest of the son of drug cartel leader Joaquin “El Chapo” Guzmán, whom US officials suspect of being involved in America’s deadly fentanyl crisis.
Despite the fact that Mexico’s murder rate was on the rise, López Obrador stated that he had no intention of going after the cartels, instead opting for a more holistic “Hugs, not Bullets” approach that prioritized social welfare over law enforcement.
On Friday, White House spokesman John Kirby stated that Mexico has already taken “significant steps” to combat fentanyl traffickers, referring to Guzman’s arrest. “That is a significant accomplishment by Mexican authorities, and we are grateful,” Kirby told reporters. “So, we’re going to keep working with them to see what we can do together to try to limit that flow.”
