The Eric Adams administration in New York City will require low-income residents to show they are trying to get work to continue receiving an extra cash supplement. The work requirements were paused during the COVID era, but they will resume by the end of the month.
The Gothamist, which reported seeing the email with these details, reported that 552,000 residents in New York City received cash benefits in May. About 400,000 residents received cash benefits four years ago, in 2020. Starting July 28, these residents will be subject to mandatory work requirements to receive benefits.
New York City is experiencing a massive increase in residents applying for cash assistance following Adam’s win in 2022. In February, the Department of Social Service said that it had received a large number of applications.
On Monday, the Department of Social Services DSS said it would reinstate the work requirements. However, it also said that the new framework would be “more supportive, less punitive” and that it would seek “immediate resolution.”
Some work requirements will be exempt. Illness, child care, transportation, and more will be considered when beneficiaries apply for exemptions.
The Monday email from the DSS also noted that recipients who lose cash benefits could also lose other benefits, such as access to food stamps and subsidies for housing if they cannot meet work rules or miss appointments to reinstate their benefits.
New York City imposed work requirements for cash benefits from 1997 to 2015. The state temporarily suspended the work rules until January 2019. Yet another pause in work requirements occurred in March 2020, during the height of the COVID-19 pandemic. By late July, the pause is expected to be lifted, and work requirements will be necessary for recipients to get cash assistance.
