In a still image provided by the Capitol Police on Saturday, Democratic U.S. Representative Jamaal Bowman, who represents a portion of New York City and its nearby suburbs, can be seen setting off the fire alarm next to a building’s exit that contains the offices of Congress.  The fire alarm caused an evacuation of a congressional office building just ahead of a vote to pass a short-term funding bill. On Sunday morning, the incident was under investigation.

In a statement, Bowman acknowledged setting off the fire alarm, which he said was a mistake, but he denied doing so to stall the vote as many Republicans claimed. A bipartisan bill to avert a 45-day government shutdown was set to be put to a vote in the House.
